For many years, developers of larger communities have entered into agreements with cable TV operators to provide cable television service to their entire communities at reduced rates. More recently, developers have recognized the need for high-speed internet access and have insisted that the services be included in the bulk agreements.

The advancement in technology and the growing demand for additional services have created an opportunity to expand bulk agreements to include telephone and security services in addition to cable TV and high-speed internet access.
